Do I have penile cancer?

I am a 16 year old male, and I am not sexually active. For the past few weeks, I have had a little bit of redness at the very tip of my penis. It also stings a little bit to urinate. I had this problem last year as well, but it went away after a couple weeks. Could this possibly be penis cancer? Should I just wait to see if it goes away?
